概要

　その勃発から1年余が過ぎ、ロシアのウクライナ侵攻がトップニュースを飾る機会はほとんどなくなった。変化を求める好奇心は度し難いとはいえ、ウクライナからの避難民は800万人、ウクライナ兵、ロシア兵の死者は、それぞれ1万人、7万人以上にのぼったともいわれている。深刻な現地の惨状に、やるせない気持ちは募るばかりである。

　世界のガス・LNG市場は、穏やかな天候と順調に生産を拡大する米国LNGの甲斐もあって束の間の春の底値に一息ついているが、欧州のLNG爆買いは相変わらず続き、そのあおりを受けたアジア新興需要国の窮状に本格的な改善の兆しは見えていない。未だ従来の2倍の高値であることは理解しながらも、それを所与のものとして受け入れてしまっているのは、リスク対応の遅れにつながる正常性バイアスの典型とでも形容すべきであろうか。

　混沌とした日常が続くなか、世界の関心は、個別の戦局よりも、この紛争を機会として各国がいかに覇権を拡大するかに移ってきている。

　中国は、今や世界最大の新規LNG買主であるが、明らかに自身の輪郭を際立たせてきている。中国はロシアをサポートし、米国不在の隙間を埋めるかのように国際的なプレゼンスを着々と高めている。さらに、今後のLNGデマンドセンターであり大国間の矛盾を突いて国際社会における存在感を高めるグローバルサウスの国々のプレゼンスも高まっている。

　エネルギーセキュリティーと脱炭素、自由貿易と保護主義など、多くの異なった価値観がそれぞれの正義を掲げ共存する多極化の未来の中に、新たな世界のガス・LNG市場が形作られようとしている。

　ここでは、まず、激変する世界・欧州のガス・LNG需給や価格の実績をまとめ、これを反映して様変わりしているLNG契約トレンドについて確認する。

　次に、世界の多極化について整理した後、今後の世界のガス・LNG市場の10大リスクについて論じてみたい。

　A little more than a year after its outbreak, Russia's invasion of Ukraine is rarely in the headlines anymore. While the curiosity for change may be irksome, the number of displaced Ukrainians is estimated at 800,000, and the death toll of Ukrainian and Russian soldiers is said to have risen to 10,000 and 70,000, respectively. The serious devastation in the region has only heightened our sense of regret.

　The global gas and LNG markets are taking a breather after a brief spring bottom thanks to mild weather and steadily expanding production of U.S. LNG, but the European LNG buying spree continues, and the plight of the emerging Asian countries that have been hit hard by this buying spree shows no signs of real improvement. While we understand that prices are still twice as high as before, we have accepted them as a given, which is typical of the normality bias that leads to a delay in responding to risks.

　As the chaos of daily life continues, the world's attention has shifted from individual battles to how countries can use this conflict as an opportunity to expand their hegemony.

　China, now the world's largest buyer of new LNG, has clearly distinguished its own contours. China is supporting Russia and steadily increasing its international presence, as if to fill the void left by the absence of the United States. In addition, the presence of countries in the Global South, the future LNG demand center, is increasing as they exploit the contradictions among the major powers to enhance their presence in the international community.

　A new global gas and LNG market is taking shape in a multipolar future where many different values, such as energy security and decarbonization, free trade and protectionism, coexist with their own justifications.

　In this section, we will first summarize the drastically changing global and European gas and LNG supply, demand, and price performance, and review the changing LNG contract trends that reflect these changes.

　Next, after summarizing the global multipolarity, we will discuss the major risks to the global gas and LNG markets in the future.
